Annex IX (Proposed) -
Public Acceptance of Sustainable Hydropower

Background

Hydropower is a major renewable energy resource that can play an important role in enabling countries to meet sustainability objectives. However, to achieve this goal, it is necessary for developments to meet environmental, social and economic standards that are acceptable to all stakeholders.

To address issues related to this challenge, a new Annex is being proposed. With a working title of "Public Acceptance of Sustainable Hydropower" it will be denoted as Annex IX.

This Annex will build on the Phase 2 work of Annex VI on Public Awareness and Annex VIII on Hydropower Good Practice. Centrale © Hydro-QuébecThese Annexes addressed the issue of public acceptance of hydropower through the provision of objective, balance information and the documentation of case histories of good practice.

Specific work activities in Phase 3 will focus on identifying key success factors leading to public acceptance and project approval, and compiling case histories of alternate methodologies used to assess the full cost of hydropower developments.

Objectives

The overall objective is to identify, define and communicate environmental, social and economic criteria and processes that lead to public acceptance of hydropower, and ultimately the approval of hydropower projects.

Specific objectives are to:

  • Identify the key success factors that lead to public acceptance of hydro plant developments and enable project approvals.
  • Identify methodologies that assess and analyse the full cost of hydropower developments, including case histories and success factors.
  • Collaborate with other interested parties (agencies, organisations and associations) seeking to achieve similar objectives
  • Continue population of this web-site with information and case histories that support the overall objectives

The IEA Hydropower Agreement is keen to promote its work programmes within participating countries and to encourage further interest in its work from non-participating countries. All OECD countries are eligible to participate fully. In addition, the IEA Governing Board has decided that the Implementing Agreements may also be open to non-member countries.
