The purpose of this document is to establish clear and consistent instructions and procedures for temporary grounding of de-energized and isolated high-voltage equipment (over 600 volts) for the purpose of bare-hand contact.

The purpose of this volume is to supply operation and maintenance personnel who are not firefighters with fundamental facts which may prove valuable in an emergency, and acquaint them with the use, care, and testing of firefighting equipment.

Covers high pressure systems; chlorine gas safety program;  handling failed PCB-filled capacitor cells; inspection and maintenance of PCB containing equipment; inspection and maintenance of PCB containing equipment; PCB transformer protection and marking requirements; safety procedures for high voltage testing; voltage hazard associated with use of circuit breakers having grading capacitors; potential hazard Frommesswandler-Bau instrument transformers.
